On July 3, 2026, the International Cooperation Forum on Going Global, part of the 2026 Global Digital Economy Conference, was held in Daxing, Beijing. As one of the conference’s core thematic forums, the event took “Setting Sail Globally, Together Toward the Future” as its theme. Jointly hosted by the conference organizing committee and the Global Digital Economy City Alliance, it brought together representatives of international organizations including the United Nations Development Programme (UNDP) and the International Telecommunication Union (ITU); officials from the embassies of more than 20 countries in China; representatives of national ministries and Beijing authorities; academicians and experts; and nearly 1,000 guests, with participation from more than 1,000 leading Chinese and international enterprises. Overseas Chinese community leaders joined online from around the world, and more than 500,000 people watched the livestream. The event created a global platform for digital economy cooperation across time zones, regions, and sectors.
At the forum, NetEase Youdao officially became a service partner of Beijing’s Digital Economy Enterprise Going Global Innovation Service Base, joining its core ecosystem of AI digital marketing service providers. Drawing on the base’s global overseas service network, cross-border compliance support system, and industrial matchmaking resources across countries, the two sides will work closely to help Youdao Ads expand overseas customer channels and accelerate the global rollout of new AI marketing products, strengthening the ecosystem supporting NetEase Youdao’s international AI development.

The 2026 Global Digital Economy Conference was held at the China National Convention Center in Beijing from July 2 to 5 under the theme “Building Digitally Friendly Cities — Intelligent Benefits Without Boundaries, Digitally Connecting the World.” It is a leading industry exchange platform in China’s digital economy, distinguished by its high-level participation, broad coverage, and international reach (Douyin Baike). As a core part of the conference, the International Cooperation Forum on Going Global focused on global digital economy cooperation, bringing together policy, platforms, business opportunities, and ecosystems. It delivered three key outcomes:
-
Major policy announcements. The forum unveiled ten dedicated support measures under the Policies and Measures of Beijing Municipality to Accelerate and Promote the Overseas Expansion of Digital Economy Enterprises. Covering funding, compliance, talent services, market expansion, and other key areas, these measures provide comprehensive policy support for digital companies entering international markets.
-
Officially sourced business opportunities. The 2026 List of Digital Economy Cooperation Needs in Key Countries was released. Through official channels in multiple countries, it presented batches of local overseas partnership opportunities, opening access to markets worth hundreds of billions. It covered key markets across Asia, Africa, and Latin America, including the 22 Arab League member countries, Indonesia, Ethiopia, and Uzbekistan, to match companies’ international expansion needs more precisely.
-
New international platforms. The Beijing–Indonesia Innovation Center and the Beijing International Two-Way Cross-Border Data Service Center were officially launched. UNDP’s first Digital-Friendly Innovation Lab worldwide was established in Daxing, providing high-level support including the development of international standards and cross-border compliance pilots. Fourteen additional global service stations were also officially designated, expanding the base’s overseas service network to 29 key countries.

Beijing’s Digital Economy Enterprise Going Global Innovation Service Base is China’s first digital ecosystem platform for overseas expansion combining government guidance, market-based operation, and one-stop services. Officially inaugurated in July 2024 under the leadership of the Beijing Municipal Bureau of Economy and Information Technology, it is a key vehicle for Beijing’s efforts to globalize its digital economy and establish a model for companies expanding overseas together.
-
A mature, end-to-end service system. Addressing seven categories of core challenges, including policy compliance, adaptation to geopolitical conditions, cross-border data flows, funding, taxation, and finance, the base has built a dedicated “2+3+5” service system. This comprises two service vehicles, an online platform and physical facilities; three resource networks spanning government, service providers, and overseas partners; and five specialized services, including cross-border data services, cross-border settlement, and Authorized Economic Operator (AEO) certification. It provides tailored, ongoing support for each enterprise, aiming to respond within one day, match a solution within one week, and deliver implementation results within one month. The base offers 200,000 square meters of industrial space and a 1,600-square-meter international digital exhibition hall. Its six-part physical service infrastructure includes an international two-way cross-border data service center, an international talent training base, and a foreign-related procuratorial workstation, supporting companies throughout the international expansion lifecycle.
-
A global overseas service network. The base already has seven established overseas service stations, with 14 additional global service stations officially designated at this forum. The network covers 29 key countries across Southeast Asia, Central Asia, Europe, Africa, and Latin America. It also works with Indonesia’s Jababeka Industrial Estate and the China–Belarus Industrial Park to develop jointly built overseas parks, linking domestic hubs with industrial bases abroad. Through the Global Digital Economy City Alliance, it connects with more than 40 international partner cities, including San Francisco, London, and Tokyo. Satellite venues in Geneva and Lhasa extend its reach respectively to European and North American markets and to the Digital Silk Road across South and Central Asia.
-
Deep integration of industrial resources. The base has organized more than 150 cross-border supply-and-demand matchmaking events, reached over 4,000 companies, and facilitated overseas cooperation orders worth more than US$3 billion. At this forum, 17 leading AI and smart manufacturing companies, including BAIC International and iFLYTEK, signed agreements to join the base. Youdao Ads also became a service partner alongside cross-border finance and compliance testing organizations such as ICBC and SGS. Together, they form an industrial ecosystem led by major enterprises, supported by service partners, and designed for companies to expand internationally as a cluster, providing comprehensive support for digital businesses going global.

Youdao Ads is NetEase Youdao’s AI digital marketing business focused on global markets. Built on Youdao’s Ziyue large language model, it provides one-stop international marketing solutions worldwide and is a benchmark service provider in China’s AI-powered overseas marketing sector.
Its business centers on three strengths: AI technology, traffic across channels, and a global content ecosystem.
- End-to-end AI marketing capabilities. Its proprietary EaseBoost AI advertising platform and iMagicBox AIGC creative content tools use large models to intelligently match overseas audiences, automatically generate localized creative assets, and optimize advertising performance. They connect brand discovery, user acquisition, and owned-channel user engagement in a complete AI-powered process, significantly lowering the barriers to international marketing.
-
Access to scarce global traffic and creator resources. Youdao Ads holds official agency credentials from both TikTok for Business and Google. It has built a database of more than 30 million creators worldwide and has professional operations teams supporting 27 languages. Its work covers major international expansion sectors including gaming, cross-border e-commerce, consumer electronics, short dramas, and smart manufacturing. It has served more than 2,000 Chinese enterprises expanding overseas, with business spanning over 50 countries.
-
A long-term strategy for taking AI global. In recent years, Youdao has continued investing in international AI product deployment, seeking progress in overseas channel access, cross-border data compliance, and matching local industrial resources across countries. Partnering with Beijing’s official overseas expansion base is a key step toward addressing gaps in its global development and broadening government–enterprise collaboration.

This partnership will remove resource barriers between the municipal overseas expansion platform and Youdao’s AI marketing business, providing in-depth support across five dimensions:
-
Share global service networks and identify overseas opportunities precisely. The base will provide access to its overseas service stations covering 29 countries and jointly built overseas industrial parks, while sharing the List of Digital Economy Cooperation Needs in Key Countries. This will help Youdao Ads match local enterprises’ and industrial parks’ digital marketing needs and develop stable overseas customer relationships.
-
Provide one-stop cross-border compliance support to address key international expansion risks. Drawing on the national-level compliance laboratory capabilities of the Beijing International Two-Way Cross-Border Data Service Center, the base will provide integrated services covering verification of cross-border data flows, outbound fund transfers, international finance and taxation, and AEO certification. These services address shared challenges in the AI marketing industry, including cross-border data transfers and compliant overseas operations.
-
Coordinate the industrial ecosystem to build an AI international expansion cluster. Youdao Ads will connect with the base’s ecosystem of leading enterprises, cross-border finance providers, and international legal services. It will offer tailored AI-powered overseas marketing solutions to AI and smart manufacturing companies based there. The two sides will also jointly develop demonstration projects for overseas AI digital marketing, supporting the coordinated international expansion of Youdao’s AI marketing technologies, products, and standards.
-
Connect international channels and expand global market coverage. Through the base’s regular engagement channels with foreign embassies and consulates in China, Youdao Ads can participate in official country-specific digital economy promotion events, accelerate entry into emerging markets in Central America, Central Asia, and Africa, and increase its penetration of the global digital marketing market.

Next, Youdao Ads will participate extensively in the Beijing base’s international cooperation activities and continue providing AI-powered digital marketing solutions across channels. International platforms such as the Global Digital Economy Conference will help it bring Chinese AI marketing technologies and services to global markets.
Beijing’s Digital Economy Enterprise Going Global Innovation Service Base will also continue improving its comprehensive overseas service ecosystem. Through government–enterprise collaboration, it will bring together high-quality companies in AI, big data, and digital trade to expand internationally. The partnership is an important practical step in connecting the opening-up of Beijing’s digital economy with the globalization of AI technology companies. Building on opportunities offered by the Digital Silk Road, the two sides will jointly establish two-way links between China’s digital industries and global markets, helping Chinese digital businesses build internationally competitive brands and promoting mutually beneficial, coordinated growth across the global digital economy.
